YEAR OF ESTABLISHMENT

The department was established under the IUIU statute of 1990 to plan, construct, supervise and maintain the University buildings, property and development projects.

MAJOR SERVICES PROVIDED BY THE DEPARTMENT

The Estates and Works has the following as its major activities which are in line with the rationale for its establishment;

  • Constructional works.
  • Power delivery and management.
  • Fleet management.
  • Maintenance and upkeep of entire university infrastructure
  • Water delivery and management
  • Cleaning and mowing
  • Carpentry and furniture development.
  • Land development and management.
  • Monthly Utility billing for business & Residential staff.

POLICIES & COMMUNITY SERVICE

The department has two draft policies, one on University fleet management, and the other on Fumigation of facilities. These policies are still being developed and will be presented to the appropriate committees for discussion and adoption.

COMMUNITY SERVICE

The department lends out its motor vehicles, particularly the bus and coaster, whenever possible, to schools and the local council. In such instances, the concerned parties are only required to meet the fuel expenses of the said vehicle.

  • Ability to access funding through other projects such as the King Fahd Plaza
Weaknesses
  • Too much bureaucracy that require serious follow up of requisitions.
  • Untimely acquisition of building materials as well as delayed work execution.
  • Role ambiguity.
  • Unrealistic timelines.
  • Poor priority selection.
  • A minimal fleet compared to the activities that call for motor vehicle movements
  • Limited number of drivers visa- viz the available fleet (cars).
  • Lack of cooperation between departments
OPPORTUNITIES
  • Proximity to local material sources.
  • Goodwill of the donors such as OIC, IICO, IDB etc.
  • Establishment of 93.1 IUIU F.M has improved communication systems.
  • Government and local community support.
  • The acquisition of 218 acres of land donated by the Government of Uganda,
  • River Namatala for water harnessing.
  • Improved working relationship with the neighboring community..
THREATS
  • Poverty of parents affecting timely tuition payment from which most projects are funded.
  • Ever increasing costs of construction and maintenance as well as motor vehicle and equipment and spare parts.
  • Mismanagement of service utilities by students and some staff especially power and water
  • Dishonest and incompetent service providers on the market.
  • Limited opportunities for capacity building
  • Lack of substantive health insurance policy.
  • Intermittent water supply by NWSC
  • Frequent power cuts and or Load shedding
